[Someone sounds very, very annoyed.]
These "Malnosso" who stock your shops are idiots. Not that I'm surprised at this point. Why should they be any more intelligent than most of the people in power in a "normal" society?
I've found cigarettes. Your hospital is wonderfully supplied. Stimulants, depressants... Everything one could possibly want. And in so many forms: liquids with needles, pills.
And yet. Not one single nicotine patch in this entire place.
Sets a bad example, doesn't it? So much temptation everywhere... and absolutely no legal deterrents.

Are you new?: Nope!

[Because he can't be arrested for admitting to that here.]
They make the urges manageable, at least.

Idiot.
XD We can both be horrible with our characters.
That wasn't very nice. You should be careful about what you say.

[John might just try to make a request himself for Sherlock's sake.]

No one stopped me from walking right into the medical supply room. Worse security than Bartholomew's. [Not that he's ever stolen drugs from there, no.]
[voice]
So are you annoyed because there are too many drugs, or because there aren't enough?
[voice]
Too many drugs on hand, ready to be taken by whomever might want them. Consumed without any kind of supervision.
And not enough drugs that might dissuade one from the former.
[voice]
Something could probably be found if you need it. [though she doesn't necessarily mean drugs]
[voice]
I want my patches.
[voice]
And if they can't be found?

It's a small, thin, adhesive patch. Sticks directly on the skin. It releases controlled dosages of nicotine into the wearer.
Useful to control cravings if you're trying to quit.
